Tech Layoffs Reshape Talent Landscape
Several articles confirm that layoffs are continuing into 2026, including reports of 570,000 workers cut, rising AI-related job cuts and ongoing downsizing (articles 3, 6, 7, 8). This supports the premise of a growing pool of displaced tech talent. However, none of the articles shows non-tech companies measurably increasing hiring of that talent at lower cost, which is the core of the thesis, and the H-1B and green card policy stories (2, 4, 5) are only tangential. Neither falsification criterion is clearly met: there is no evidence of a tech hiring rebound, but also no direct evidence about non-tech hiring from the affected pool.
Tech layoffs reverse into a hiring rebound, or if non-tech companies show no measurable increase in hiring skilled tech talent from the affected labor pool.
